Report on Ordinance 34 of 1902.

I have examined the accompanying Ordinance, entitled

An Ordinance to amend The Chinese Emigration Consolidation

Ordinance, 1839,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

The object is to increase the fee payable for a general licence for a Chinese Passenger Ship from five

dollars to fifteen dollars.

The increase is made for purposes of revenue.
